Connecting to State Information System of State and Municipal Payments (SIS SMP) within CyberPlat® System Takes Just One DayCyberPlat® keeps on developing its cooperation with banks in the sphere of state payment acceptance and offers a quick connection to the State Information System of State and Municipal Payments (SIS SMP) in strict accordance with the Russian legislation. Each bank connected to the electronic payment system of CyberPlat® automatically gets access to the SIS SMP without any queue or cost of developing any connection protocol of its own.
Banks are obliged to be connected to the SIS SMP according to the law «Concerning the Organization of the Provision of State and Municipal Services.» Since January 1 of the current year, any organization, including a credit one, which accepts payments for state and municipal services, shall immediately report the information on such payments to the SIS SMP.
Currently, the obligation of banks to get connected to the SIS SMP has led to the situation when the procedure for such connecting takes a lot of time. As a result, banks either incur losses by refusing to carry out transactions in favor of the state budget or violate the law by accepting such payments. According to the Federal Treasury, only 20% of Russian banks were connected to the system as of the end of August 2013.
CyberPlat® was among the first in Russia to accept payments for state and municipal services. Currently, recipients of payments within the system of CyberPlat include the Federal Tax Service of Russia, the Ministry of Internal Affairs, the Federal Bailiff Service of Russia and the Federal Migration Service. Accepting payments for services of the Federal Service for State Registration, Cadastre and Cartography will start later this year, so CyberPlat® system will enable paying for state registration of real property rights, state cadastral registration of immovable property, provision of information from the Unified State Register of Rights to Immovable Property and other services provided by this Federal Service.
