CyberPlat® payment system to ensure payment of GIBDD fines in the retail shops of MTS throughout the country

Almost three thousand mobile shops working under the brand MTS and located in cities throughout the Russian Federation, began to accept payments of fines for violation of traffic rules. Thus, any MTS shop located in any locality in Russia offers an opportunity of paying fines issued by any territorial unit of GIBDD (Russian traffic police).

In order to pay a fine, the customer gives to the cashier their name, middle name, and the last name, as well as OKATO code and the tax payer number (INN) of the GIBDD unit that registered the fine, as well as number and date of action. Then the customer pays the fine amount to the cashier and gets a receipt for the effected payment.

As a result of introducing a new service, the Russian citizens will obtain an opportunity to pay the GIBDD fines without queues, quickly and comfortably in places of walking distance, i.e. in the outlets of the MTS retail network. And the state will increase budget revenues due to increased collectability of fines - according to the State Automobile Inspectorate authorities, today this indicator (depending on the region) is within the range of 30-45%. Additional revenues of the budget will allow for more effective solution of the major social problems of the society and the state.

The integrated versatile multibanking payment system CyberPlat® was implemented to accept payments to the benefit of various service providers in all shops of the MTS retail network. The system ensures instant transfer of subscriber's funds, paid to the cashiers in the MTS shops, to their mobile phone accounts, as well as payments for the fixed-line communication, utility services, Internet, hosting, IP-telephony and many other things - all in all to the benefit of almost 1,400 service providers.

ZAO Russian Telephone Company (RTC) was established in late 2001. It is a 100% owned subsidiary of the OAO Mobile TeleSystems (MTS), and it carries out management of the MTS retail business. Under the management of RTC there are more than 2,500 mono-brand retail shops of MTS, including shops of TS Retail, recently acquired sales outlets of Telephone.ru and Eldorado, as well as franchising partner shops. It is planned to increase the number of shops to 3,000 by the end of 2009.
